On Dec. 18, 2015, the U.S. Congress passed a federal budget bill for 2016 that makes significant changes to three ACA taxes. It is expected to be signed into law by President Obama shortly. The bill would delay the Cadillac tax for two years, and temporarily suspend collection of the health insurance providers fee and the medical devices tax.
