The Affordable Care Act (ACA) calls for taxes and fees to be paid by certain health plans and issuers. Recent guidance has come out about the ACA insurer and reinsurance fees from the Internal Revenue Service and Department of Health and Human Services.

The ACA insurer fee for 2014 is predicted to be 2.46% of premium and is only collected from issuers of fully insured plans. The actual percentage will include state tax gross-up, which is based on each state’s specific tax rate on insurance companies. This fee is being worked into the carrier’s fully insured customers’ monthly billing statement on a prorated basis.

Both fully insured and self-funded plans are subject to the ACA reinsurance fee, which is estimated to be $5.25 per member per month, for a total of $63 per member per year. This fee is being worked into the carrier’s fully insured customers’ monthly billing statement on a prorated basis.
